Setting:
The world that Sokka comes from is made up of 4 nations which are the Earth Kingdom, Water Tribes, Fire Nation and Air Nomads, each nation seems to show similarities to countries within our own Asia in ways such as architecture and clothing. Animals are different here than they are in our own world, they're more a mixture of two different animals like the Armadillo wolf or strange mixtures that give different characteristics such as the flying lemurs, but much like our world species are specific to the nation. In regards to technology, the world of Avatar is less developed than our world, there is no electricity, phones etc. The Fire Nation is more advanced with their war ships and flying machines.
In this world there are also people who are able to bend the elements, the same elements of the nations, earth, water, fire and air. Not everyone is able to bend though and compared to the population of the world they're a small percentage, however the nations armies are mostly made up of benders. The actual bending technique is very disciplined and appears to be very similar to a lot of different martial arts styles. There are also rare cases where people can change the element into something else, for example, Toph, who is an earth bender, was held in a metal box which she was eventually able to bend. Another example of bending something different would be fire benders being able to channel lightening. Chi is what ultimately drives bending and allows being the ability to manipulate the element. It's also important to note that benders are also influenced by the actual elements themselves and factors that influence them. Such as with waterbenders, they are strongest at night and on a full moon given that the moon has an effect on the tides but they must have a source of water to actually bend and mostly needs the use of their arms. Firebenders need to have an 'inner fire' and great self control they are useless during a solar eclipse as the source of their power has been cut off, but in the presence of a comet, they are more powerful than usual. This would suggest they are also stronger during the day than they are at night. Earthbenders have to have contact with the actual ground, and whilst they can still bend without doing so, typically they will go barefoot to have more connection. What many see as a downfall, is more effective as they will wait patiently for the right moment to strike.
However, to say that everyone depends on benders to defend them and fight wouldn't be correct, an example of non-benders that are there for people are the Kiyoshi Warriors of Kiyoshi island. A group of warriors made up of girls who are talented in other ways that don't involve bending elements.
It's also safe to say that not everyone is happy about benders, it's after Sokka's time on the world, but it's still an important fact to know because it's no doubt been about for a while until it escalated. Equalists, people who think that benders think they're better than other people and lord their abilities over them which in time will give rise to the chi manipulators seen in Legend of Korra.
Each bender can only bend one element except for the Avatar, the planets spirit given form. It's their job to master all four elements in order to keep balance amongst all four nations and the world as a whole. Cycles are important when it comes to the Avatar as it isn't something that's straight forward, when the current Avatar dies, a new one is born to the next element in the cycle; water, earth, fire and air. This elemental cycle is also the order in which the Avatar must learn bending, for example, Aang is an air bender and must learn to bend water, earth and then fire.
Avatars also have a link to the spirit world where they can draw power and commune with their past lives for guidance and wisdom.
The current state of the world during Sokka's time is that it's at War. The Fire Nation has been waging war on the three other nations for a hundred years and is presently still going on. The Water Tribe and Earth Kingdom are the only opposition left as the Air Nomads have been wiped out.
Each nation has its own way of fighting in the war with the Northern Water Tribe had their waterbenders utilize their surroundings when fighting off the Fire Nation seige and instead of an actual army, much like their sister tribe in the South, had warriors.
The Earth Kingdom relies on its size which is a disadvantage as it makes it easy for tactics, which is something the Fire Nation excel at as well as their own technology. Both nations have their armies built up in similar ways where they use benders. The Earth Kingdom use non-benders as well whereas the Fire Nation use machines.
The Earth Kingdom presently has a large number of provinces and colonies which makes it difficult to rule or have a strong structure. Technically there is a King of the whole kingdom, however each province has its own leader and often their own rules and laws.
Water Tribes have a tribal system going on that means that they have Chiefs as their leaders. Though their politics seem to differ between the tribes, the South has a more basic and easy to understand political system while the North has a council that advise the Chief they also use politics for personal gain such as Yue being promised to someone.
The Fire Nation is ruled by a single leader, the Fire Lord that is a birth right and not something the people have a say in.
The Water Tribes and Earth Kingdom don't seem to be in any kind of disagreement with each and their goal is the same, to have the war ended.
This seems a lot more likely to happen in the close future given that after a hundred years of being missing, the Avatar has appeared. Reawakened and on his way to become the complete Avatar by learning the elements and bringing peace and harmony to all the nations once again.
Personality:
In some aspects, Sokka is a typical teenager, complaining about things, being hungry and having lots of energy. He has a very obvious sense of humour and will often crack the worst jokes imaginable. Unfortunately when Sokka's humour rears it's head, no one apart from him finds it very funny, though he does have a good habit of actually cheering people up and making bad situations seem less daunting.
He adores food, loves it and won't pass up an opportunity to eat it. Unless it's nothing but nuts. Sokka is a hunter, he has no qualms about killing animals if it means that he and his friends or family survives another day.
He can be rude at times as well as sexist, though over time he has shown that he can change and own up to his own mistakes, going as far as to apologise to the Kiyoshi Warriors and ask them to show him techniques.
Sokka is a loud person, though he does know when it's better to not really say anything at all, though this isn't always the case. If Sokka has an opinion on something, he isn't the kind of person to just keep quiet, he will usually vocalise it. Especially when it comes to his jealousy of bending. Feeling left out due to Katara, Aang and Toph having something they can bond over while he doesn't really have any input to such conversations.
Despite the fact Sokka can come across as nothing but a goof ball, he can be serious and come up with great strategies or ideas to get around their enemies. He can also be incredibly stubborn such as at the beginning of the series, he tells Katara that Aang should leave and sticks to his guns with the decision, but he does have a soft spot and will eventually give in, even to the surprise of others.
Sokka is an incredibly proud warrior and member of the Southern Water Tribe. He will do his best to keep everyone safe and even goes as far as to try and train the younger boys (read : children) of the tribe, often not letting them go for potty breaks. Despite his warrior pride though, when it comes to actual combat Sokka doesn't really think things through at the start of the series and believes that he's stronger than he actually is. An example of this would be when Zuko first arrives at the Water tribe, he tries to defend them but gets put down.
Sokka is a very driven character, he makes his goals, whether short or long term known. However, even though the Fire Nation killed his mother and have been raging war, he doesn't want revenge, he just wants to fight and defend.
When it comes to his sister, Katara, Sokka is protective, though not exactly to the point of having a sister complex. He's not exactly happy when Jet talks to Katara and he sees her falling for him since he's already judging him. Sokka comes across as almost bitchy and passive-aggressive.
Sokka would be confused about the description of Tu Shanshu at first, he might think that he's somehow in the Spirit World because it sounds like it would be. He'd be a little calmer once he sees that the place appears to be a lot like home in regards to some of the architecture, the technology will also be a nice distraction to the fact he's stuck there. Gradually over time he'll come to accept it and stop worrying so much.
Appearance: Sokka is around average height for a 15 year old, his hair is usually pulled up into a warriors wolf tail though the sides that are usually shave in are beginning to grow out. His skin is tanned and his eyes are blue. There's no real distinguishable features about him.

Abilities:
He's pretty good at science and inventing things, even though the world he's from isn't massive on such things. He can use weapons, such as his boomerang and club but he can also use swords. He's a strategist, coming up with plans and strategies that work well and in favour to the bending members of his team, so even without them there, he would still be able to come up the actual plans.
Sokka is a normal person and like normal people he's open to being hurt, he has no super strength on invincibility so even a punch can hurt him.

Sokka was sat up on a rock outcrop just above a lake. The Gaang had been flying almost constantly for a few days so they'd all agreed to a days rest to recharge, especially for poor Appa who had to carry them. So there he was, on the ledge with Momo curled around his shoulders and lazily watching. His feet were bare and dangled over the edge, sadly a little too high up to touch the water, but the coolness seemed to rise up anyway which was good considering it was a hot day.
He had a stick with a bit of string tied to the end of it and at the other end of the string was a small bone like hook. Dinner had to be caught and it was currently Sokka's job to do that today, not that he really minded, it was kind of relaxing. Sitting back after casting the hook and bait into the water and waiting for a bite. Yup, he could sunbathe and just wait. But after an hour there was nothing, so he sat up and brought the line back. Huh, no bait... He turned and grabbed another worm from the tub and got it further on the hook before pulling the stick back and lashing it forward.
Instead of going as smoothly as he hoped there was a tug before the line even came over...he'd snagged something when he pulled the stick back and trying to yank it forward resulted in a shrieking screaming noise. Momo was off his shoulder and flying away, Sokka was instantly on his feet with his boomerang out and looking for what ever horrible beast was about to attack.
Only to find Katara looking as though she was in some kind of pain and...oops. The hook had caught in her hair and...as he'd tugged it, he'd yanked her hair.
He whinced and ran up to her holding up his hands to calm her down despite the fact she was about to start screeching at him.
“Sorry! Sorry! I didn't realise you were practising here. Okay, hold still I'll get it out.”
Sokka's tongue had found its way out of his mouth as he went into concentrating big brother mode. Holding the hook and trying to twist her hair off of it whilst trying not to actually pull her hair anymore, because that would mean yelling and angry Katara...that was never fun.
Finally, after about five minutes of untangling, it finally came free and Sokka could only offer a small worried grin as he stepped back and pointed to the stick.
“I'm just...gonna go over there and...catch dinner.”

[Sokka's face is scrunched up and his tongue is just poking out of his mouth as he jabs at a few things and then pulls back with a grin.]
